A fork of someone else's buildpack, made for one deployment and not maintained. Heroku's buildpack has moved on a decade since; use the official one.
A Heroku buildpack decides what is installed in the container before your application starts. The stock Python one gives you Python and your requirements, which is not enough if something in those requirements binds to a C library through cffi — the wheel installs and then fails at run time with nothing to link against.
This fork adds libffi, and LuaJIT alongside it, so an application needing them could be deployed without leaving the platform's normal build path.
